◎ Background ◎

          - BMA Pawn Shop Office (formerly called the Metropolitan Pawnshop) has been established for operation in 1960 by the Cabinet Resolution in the meeting held on time on May 12, 1960. Ministry of Interior was assigned policies on the pawnshop establishment to help persons with suffering and poverty to aviod borrowing private money with high interest rates. Despite some property pledged in the time of urgent monetary needs, they might be supposed to be overly taken advantages of by private pawnshops. Therefore, the Ministry of Interior has extablished its own pawnshops.

          - Later in 1973, Ministry of Interior has transferred the pawnshop business (belonging to the former Bangkok Municipality) to be in charge by Bangkok Metropolitan Administration, The Pawnshop Administration Office has been established and administered by the Board of Committee and Head of Central Office (the former Metropolitan Pawnshop), and has been became BMA Pawn Shop Office at present.

 
◎ Objective ◎

          - BMA Pawn Shop Office was established with policies of Ministry of Interior to help and aide low - income people with the four main objectives.

          - To support and help people with low incomes who have some property but in urgent neeed of money to relieve their sufferings. The property is pledged at the lower - rate interest calculated according to the Pawnshop Act B.E. 2505. It specifies that the following excessive charge of interest rates are prohibited; namely,

  + Principal not exceeding 2,000 Baht: 2.00 % interest per month.
  + Principal exceeding 2,000 Baht: 1.25 % interest per month.    

          - To prevent the private pawnshop from taking advantages of the pledgers by under price, excessive of the pledgers by under price, excessive interest charge or begging other expenditure in high prices.

          - To stabilize the lower level of excessive charge of interest rate. Because, if persons was taken advantages of by private pawnshop' high charge of interest rates, they will turn to the service of BMA's pawnshop instead.

          - To afford people to have opportunities to buy items at cheap prices. Because, if interest payment has not been done for consecutive period of 4 months and 30 days. the pledged items will fall to the pawnshop called "unredeemed items". The items will be on sale publicly by the oral auction, and public prior notices must be made every time before the auction. This method is aimed to allow opportunities to people to buy cheap goods and owners of unredeemed property to buy their items back with the reasonable prices appraised by BMA's Board of Committee with no need to bid prices with merchants or other persons.

          - It has been obvious that the management of BMA's pawnshops is not to make profits as the general commerce, but to support persons with low incomes, to resolve the short - term financial problems with no need to pay excessive interest rates. Therefore, the interest rates of BMA's pawnshops are set only to support themselves and avoid losses. Moreover, profits from such operations are not only kept as the management capital for the coming years, the 12 - 20% amount of the net profit has also been allocated as money rewards to the Advisory Committee and employees of BMA's pawnshops. The profit has been used for payment of BMA Pawn Shop Office and subsidies to BMA, and for the pawnshop business expansion.

 
◎ Administration ◎

          - BMA's pawnshops were extablished under the BMA Provision on BMA pawnshop B.E. 2534, amended by the BMA Provison on Pawnshop (No. 2) B.E. 2536 which has come into effect from the date of 21, December, 1993.

          - The Administrative Committee of BMA's pawnshops of no more than 9 persons, including 8 persons at the most, appointed by Governor of Bangkok as Chairman, Vice Chairman and Committee and Director of BMA Pawn Shop Office is ranked as the Committee and Secretary.
          - They are responsible for policy planning and operational control of BMA'S pawnshops for the smooth and effective working, and provide recommendations to Governor of Bangkok in order to issue rules and regulations in compliance with the following provistions;

          - BMA Pawnshop Office means the Administrative Office of BMA's pawnshops.
          - BMA's pawnshops mean BMA Pawn Shop Office and pawnshops extablished by the BMA.

          - It is responsible for BMA's pawnshops. Director of BMA Pawn Shop Office, appoint and deposed by the Committee under recommendation or approval of Governor of Bangkok. They are responsible for the management under the control of the Board of Committee and act as supervisors of officers and employees of BMA's pawnshops.
           - And Deputy Director of BMA Pawn Shop Office, as assistant to perform affairs relating to BMA's pawnshops. In addition, there is the Administrative Committee for BMA's pawnshops and BMA Pawn Shop Office
           - Administrative Committee Chairman of BMA's Pawnshops has authority to appoint no more than 2 Advisory Committee to be in charge of giving advice to the Administrative Committee of BMA's pawnshops.

 
◎ Branches ◎

- Pawnshop branches are responsible for the mortgage and redemption. The Manager of each branch is in charge of the management as well as compensation for any damages or losses.
- At present, there are total 21 BMA's pawnshops. Beside public property pledge, unredeemed items from all pawnshops will be auctioned to dealers and general public

Jewelry type: gold, copper alloy and silver are sold on th 2, 3 and 4 Saturday of every month.

+ Miscellaneous types: refrigerators, televisions radios, sewing machines, watches, electric appliances and many more are sold on the last day of month.
